The purpose of the CLCT Court Audio/Video Certification Program is to provide a quality standard for court personnel responsible for audio and video systems. The current growth of such systems in the courts has greatly stretched the knowledge pool of most court technology support personnel and budgetary restraints have reduced the potential for hiring new personnel with the sufficient knowledge to maintain these systems. This program is designed to both identify a base line for personnel with the knowledge required to support the court audio/video systems. By preparing to pass the certification test, a person with a basic degree of technical or mechanical ability should acquire an entry level knowledge that will enable them to support these systems in their local court system.
The Certification test and the related preparation courses are designed to meet a specific need in the administration of justice. These are not to be considered the equivalent certification of an audio/video industry certification, such as the ICIA certifications. These have been developed to cover specific uses of audio and video in the courts and require an understanding of normal court policy and procedure as well as audio and video knowledge.
The cost of the course includes the $100 cost for the certification exam. If additional attempts are needed for the certification exam, they will be $75 for each of two re-tests. If the person fails to pass the test after three attempts, he or she will be required to re-apply for the exam. The prices for the course are as follows:

The Benefit of Certification
The benefit of certification depends on the circumstances. For the Court, certification sets a standard of competency for selecting personnel to support technology systems. For the individuals, certification provides evidence of competence and the self-confidence to comfortably perform the vital role of system support.
Certification Standards
CCAV – Certification in Court Audio/Video
The need for people to support the ever growing population of courtroom audio/video systems has become critical. At the same time, budgets have become tighter making it almost impossible for many courts to hire outside experts. In the absence of dedicated expertise, many courts have been compelled to turn maintenance (and sometimes installation) of audio systems, digital recording equipment, evidence presentation hardware, and video conference equipment over to staff charged with other responsibilities, often court or county IT personnel.
Given this situation, courts across the country have been asking for a way to train existing personnel, especially Information Technology personnel, in audio and video. As you know, this has been the topic of many discussions during Affiliate Conferences and at other times. CLCT has been working to address this and has developed the Court Audio/Video Training and Certification Program. The program consists of three days of training followed by a certification exam. The examination has both written and practical components.
Successful completion of the Court Audio/Video Training and Certification Program will provide the participant with a basic understanding of how the systems work, what is required to maintain them, and how to be more knowledgeable in dealing with vendors and installers.
The Court Technologist Certification Program will be limited to 40 participants and will be primarily taught by Martin Gruen, Courtroom 21 Deputy Director for Courtroom Design & Technology and Dave Paul, Assistant Director for Technology.

Type of Test:
This will be a written exam coupled with a number of hands-on problems. Written questions will be multiple choices and the practical will require demonstration of techniques and procedures.
Grading:
Grading will be pass or fail and student needs to correctly answer 80% of the questions, 80% practical problems and agree in writing to the “Court Audio/Video Code of Ethics” in order to receive certification. Reference materials are not allowed to be used during the test.
Cost:
The cost of the course is $700.00 per person which includes the $100 cost for the certification exam. If additional attempts are needed for the certification exam, they will be $75 for each of two re-tests. Schedule:
The test may be taken during the afternoon on the last day of the preparation class schedule. One does not have to enroll in the class to take the certification test.

Cancellation/Change Policies
Deadline to change course dates without penalty:
The deadline to change course dates without penalty is 5 p.m. Eastern Time four (4) business days prior to the beginning of the course. Penalty after that time is $150.00 to cover nonrefundable expenses. Substitution of a replacement registrant, however, can meet an original registrant’s obligation.
Deadline to cancel courses or conferences without penalty:
The deadline to receive a full refund or annulment of obligation for a cancelled course or conference registration is 5 p.m. Eastern Time four (4) business days prior to the start date of the event. For example, if a course or conference begins on a Monday, the cancellation request must be received by 5 p.m. the previous Tuesday.
The same deadline applies to cancelling a conference dinner registration. If the conference dinner registration is not cancelled by the deadline, the full amount for the dinner is due.
